In what countries recognize diplomas of higher education institutions of Ukraine?

In April, 2013 the Ministry of science and education, youth and sports of Ukraine reported that diplomas of the Ukrainian higher education institutions recognize about 35 countries.

For recognition of diplomas Ukraine signed the relevant agreements at interstate level. For example, our diplomas recognize in France.

In what countries recognize the Ukrainian diplomas?
Agreements on recognition of documents on education are signed with Bulgaria, Vietnam, Hungary, the People’s Republic of China, Poland, Mongolia, Romania, Estonia, and also with the Russian Federation and many countries of the former Soviet Union.

In these countries documents on formation of the Ukrainian higher education institutions recognize completely.

It should be noted that within Bologna Process some foreign higher education institutions recognize according to the arrangement diplomas of separate Ukrainian higher education institutions according to the signed interuniversity agreements. I.e. in diploma recognition very big role is played by such agreements.

As an example it is possible to give the East Ukrainian national university of Dahl (Lugansk) which (Germany) where the program of the double diploma is used cooperates with Aakhensky university. The second example – cooperation of National trade and economic university (Kiev) with several higher education institutions of France.

What to make, that the Ukrainian diploma recognized in other countries?
That the document on the education, received in Ukraine, was valid in other country, it is necessary to undergo legalization procedure. In one cases it is necessary to undergo complete procedure of legalization, in others – simplified.

If the country where you gather, is the participant of the Hague convention (as well as our Ukraine), then the diploma needs to be assured an apostille. It also is the simplified procedure of legalization. It universal for all participating countries of the Hague convention.

If the country is not the participant of the convention, then it is necessary легализировать documents on education in the Ministry of Foreign Affairs of Ukraine. It is impossible to call procedure difficult as higher education institutions help graduates to legalize papers properly. Nevertheless the order of confirmation of documents is better for specifying previously.

Actually legalization and an apostille confirm legitimacy of the document issued to you when using it outside of Ukraine. In Ukraine the nostrifikatsiya and an apostilirovaniye of documents is carried out Monmolodezhsporta Ukrainy.

As we already spoke, procedure of confirmation of qualification in each country has the features. So, with 35 countries with which agreements are signed, procedure of recognition of diplomas is considerably simplified. Besides, Ukraine and 44 more states are members of the Lisbon convention.

Its action extends on the European countries. Australia, Belarus, Israel, Kazakhstan, Canada joined this convention and the USA also. This document also promotes simplification of procedure of recognition of the qualification received in Ukraine, in the territory of other countries.

What functions of National information center of the academic mobility (НИЦАМ)?
In 2011 the resolution KMU No. 924 created National information center of the academic mobility (http://enic.in.ua/index.php/ru/glavnaya/2-uncategorised?start=15).

One of the main functions of the center are:
1. Granting to citizens and the interested bodies of information and explanations concerning the academic mobility and recognition of documents on education.
2. Carrying out check of authenticity of documents on the education, given out by educational institutions of Ukraine and other states.
